Nightshiver:
a few things affect chance to hit
1. Dexterity
2. Skill levels especially ones which increase attcak rating
3. +%to attack items and charms

Somewhere between 16mill and 21mill depending on character and attack skill
your rating will drop from 95% to 5% to adjust is easy
Select your primary attack skills that you will use .
Make a set of attack rating adjusting Charms +50% +100% +200% up to 500%
and +1 +2 +3 +4 +5 skills charms, set your attacks and add or subtract until attack rating is ok

Justicar:
Make charms with %to hit and or +to lev.
Make around 10 of them and put them all in your inv.
then one by one put them in your cube till you have a +% to hit.
If you it still is in the neg. adjust your dex and start over again till you get a +% to hit.

P.S. Make sure you get a charm from the game then adjust it.
Save to vault then pull 9 more out.

The default is % to hit fallen, otherwise it's the last character you kill.
Fallen is a very low level char. If you have a char lvl 99 or less,
go into hell mode and kill some high level monsters, then check your % Chance to hit.


Chance to hit for 2bill
I have just achieved a 65% cth on a supreme and if I continue studying the levels more; I will surely find 95%.
Try: Level: 32, 500, 000, Str 2, 147, 482, 880, Dex 2, 147, 106, 000, Ar 14, 202, 669, Bonus to Attak Rating 3charms of 491%, 32 Td. This gives me a read out of 65% cth. While it is impressively I am not totally pleased until I achieve 95%. I think some of the levels are behaving like elite levels. It sounds strange but I have learned one thing in D2; nothing is as it seems and nothing is impossible.

12 Td charms!!..... Dang ive only been using five 7td charms. And four -4 mon def. Should i use more than that. I seem to hit 2 bills and high lvs nice but have trouble hitting 99s.

Sorry, but no fixed/set/solve-all amount . Too many diff types of chars, diff levels, diff items and diff skillz. Every char is unique this way. I think the post about +4TD and -4MD on the wep-and keeping them aligned that way for best hitting-was just good for that posters char. I have used ALL sorts of combos there. On one pallys sword the +11TD and -7MD worked best and he hit everything. Just gotta play play play.

The things that affect your %CTH though are these: weapon class, attack speed, md, td, ar, level, blessed aim (the attribute), and character class. I hope i didn't forget anything.

for barb 15 mill works good too but i hti way better 20mill
